City Council approves construction Wind Farm Agro Wind in Reusel

On 17 February 2020, the City Council of Reusel-De Mierden decided to issue a declaration of no objection for the construction of Wind Farm Agro Wind. This paves the way for the Municipality Board to grant the definitive permit to the High Tech Agro Wind Association. This is a major step for the Association towards the realisation of the wind farm.

World record for Haliade-X 12 MW!

Pondera’s Haliade-X 12 MW prototype in Port of Rotterdam has just set a new world record! It is the first wind turbine ever to generate 288 MWh over the course of 24 hours. In the next 5 years, the Haliade-X prototype will undergo a series of tests to validate the turbine’s power curve, loads, grid performance & reliability. In addition, these tests will allow GE to collect the data needed to obtain the Type Certificate, a key step in commercializing the Haliade-X.

Pondera Development and SIF Holding, together with GE Renewable Energy, are developing the Haliade-X on the Maasvlakte 2 in Rotterdam. The development of the innovative Haliade-X project in Rotterdam has been made possible thanks to Pondera’s extensive knowledge and many years of experience in Dutch wind energy legislation and regulatory policy. The increase in size and scale of (offshore) wind turbines is an important step in generating more sustainable energy, accelerating the energy transition and thereby limiting the effects of climate change.

The offshore wind turbine prototype is installed onshore in order to ease access for testing and monitoring purposes. This will also allow GE to collect the data needed to obtain the Type Certificate, a key step in commercializing the Haliade-X.

The Haliade-X can generate 67GWh of electricity annually. That is enough power for 16,000 European households and thus saves 42 megatons of CO2 .

Pondera congratulates Eneco on award Maasvlakte 2 wind farm

Yesterday, Rijkswaterstaat announced the outcome of the tender for the Maasvlakte 2 wind farm. Pondera is proud and delighted that Eneco emerged as the winner. It means that Eneco can fulfil its plan to build a wind farm of over 100 MW on the seawall at the Second Maasvlakte. Pondera has been closely involved in the realisation of the bid. Pondera was the coordinator of the Plan of Approach and designed the optimum wind turbine layout for this location.

Pim Rooijmans, project manager at Pondera: “In the past nine months our very motivated team have gone the extra mile to win this tender. It was great to see the lengths that all parties involved went to in order to secure this wonderful project. We look forward to working with the same team on the EIA follow-up process, permits and tenders for the Maasvlakte 2 wind farm.”

The new wind farm will generate around 416 GWh per year in green energy, comparable to the consumption of 138,000 households. Eneco expects to start preparations for construction in 2022, so that the park can supply 25 years’ worth of sustainable energy by 2023 at the latest. From 2023, Rijkswaterstaat will purchase all the green energy from the wind farm.

Wind measurement campaign now even more efficient!

At the location of a future wind farm, measurements are often taken with a meteorological measuring mast or LiDAR to determine the local wind climate, which is necessary for financing and engineering of the planned wind farm. Given that measurement campaigns only last a year, or even less, it is necessary to compare the data with a long-term meteorological data set. During the short-term measurement campaign, for example, the wind speed may be slightly higher than the average for that time of the year. We often use ERA5 data from the preceding 15 years for this comparison. A disadvantage of the ERA5 data (and most other comparable data sets) is that, due to the time required for the verification process, the data is only available 2-3 months after the date. This results in a considerable delay in the delivery of the wind reports, which is certainly undesirable if the project is approaching financial close.

ERA5T, available since the beginning of December 2019, changes this by making the data available within five days. This allows measurement campaigns to be analysed faster, and it also makes them more flexible. For example, Pondera can now decide during the campaign whether the desired minimum uncertainty has been achieved and thereby advise whether the campaign can be shortened. This reduces the costs of measurements and increases the speed. In this way Pondera helps to make wind energy more affordable and faster to realise.

Background

The original ERA5 model is a weather model from ECMWF (European Centre for Medium-Range Weather Forecasts) and is based on historical weather data that models the weather around the world from 1979 to the present. In contrast to the ERA5 data, the ERA5T data from December 2019 has not yet been verified, but deviations from the final ERA5 data are very unlikely, according to ECMWF itself.

Pondera member of DeepWind cluster

Pondera is expanding its business to Scotland by entering into the DeepWind cluster. This coincides with the start of the close cooperation of Pondera and Pronewable, where Matthias Haag is project director of Neart na Gaoithe, and forms a ‘flying start’ of Pondera’s Scottish operations.

The push for closer engagement in the Scottish and other UK offshore developments is a direct consequence of the collaboration with Oldbaum Services, located in Scotland and a long term partner. Pondera is currently focussing on expanding its turbine & wind resource testing services and is keen to demonstrate its unique knowledge and experience based on over 10 years of Dutch offshore developments, as well as its knowledge as launching customer of the Haliade-X turbine, suggested to be a key workhorse for many future UK projects.

Applications for SDE+ Autumn 2019 well exceed budget

The SDE+ (Stimulation of Sustainable Energy Production) is an operating subsidy for the production of renewable energy in the Netherlands, which covers the price difference between cost price of renewable energy and its market price. For technologies such as wind and solar energy, the subsidy is granted for a period of 15 years.

Between the 29th of October and the 14th of November of 2019, renewable energy projects were able to apply for subsidy during the Autumn edition of the SDE+. The edition required a mandatory proof of consent from the regional grid operator which demonstrated that the local electricity grid was able to transport the project’s intended power production (‘transmission capacity indication’). Many projects were unable to file a complete SDE+ application due to this demand. Despite this new requirement, the total amount of applications for the SDE+ subsidy greatly exceeded the available budget.

In our previous news item regarding the SDE+, we expected that the available budget of 5 billion EUR was likely going to be exceeded. However, we didn’t anticipate that the total amount of applications during the autumn edition would total 9 billion EUR of budget claims. This amount of subsidy applications is remarkable. It indicates that there are plenty of renewable energy projects waiting to be realised in the Netherlands.

Additional SDE+ Spring edition in 2020

Early November 2019, the Minister of Economic and Climate Affairs announced an additional SDE+ edition in the Spring of 2020. This edition will be open for SDE+ applications from the 16th of March until the 2nd of April 2020. The set-up will be identical to the 2019 editions.  However, the maximum subsidy prices (base/phase prices) will be adjusted. The tables below show the new prices for onshore wind and solar PV, together with the provisional correction amount for 2020.

On December 19th 2019, the minister informed the House of Representatives (Tweede Kamer) about the extra SDE+ Spring edition in 2020. For this edition, a budget of 2 billion EUR will be made available. Considering the budget exceedance of previous Autumn edition, this budget will most likely not be sufficient to grant all SDE+ applications. Therefore, it is of the utmost importance to submit a correct and complete application. Furthermore, adjusting the height of the SDE+ Base amount for which you would like to apply could also impact the chances of receiving the grant.

Pondera celebrates inauguration Haliade-X 12 MW

On 17 and 19 December 2019 Pondera celebrated the inauguration of the World’s largest wind turbine: the GE Haliade-X 12 MW. “As developer and co-owner together with Sif – in the Futurewind project – we are proud to have contributed to this important new step in wind turbine technology” said Hans Rijntalder, Director of Pondera. He continues “And we would like to congratulate GE with this outstanding achievement. No need to tell that this step is important for the market development in Offshore Wind.”

During the official opening ceremony on 17 December, it was announced that Dutch energy company Eneco is set to purchase all the electricity generated by GE’s Haliade-X 12MW offshore wind turbine prototype. On 19 December we invited clients and relations to see and to hear more about this breakthrough technology.

According to GE, the Haliade-X 12MW prototype set a new world record by being the first wind turbine ever to generate 262MWh of clean energy in 24 hours, enough to power 30,000 households in the region.

Over the next five years, the Haliade-X prototype will undergo a series of tests to validate its power curve, loads, grid performance and reliability. The tests will also allow GE to validate operational procedures for installation and services teams and obtain a Type Certificate for the Haliade-X in 2020. Commercialization is planned by 2021, with serial production set to start in the second half of 2021.

Eneco purchases electricity Haliade-X prototype

Eneco, Future Wind (a joint venture of Pondera Development and SIF Holding Nederland) and GE Renewable Energy announced today that Eneco will purchase all of the electricity generated by GE’s Haliade-X 12 MW prototype. The announcement was made during the inauguration ceremony for the prototype, that was recently installed at the port of Maasvlakte-Rotterdam (The Netherlands).

The prototype located at Maasvlakte Rotterdam in the Netherlands, has just set a new world record this past weekend by being the first wind turbine ever to generate 288 MWh of clean energy in 24 hours, enough to power 30,000 households in the region. Over the next five years period, the Haliade-X prototype will undergo a series of tests to validate the turbine’s power curve, loads, grid performance and reliability. The tests will also allow the company to validate operational procedures for installation and services teams. The testing will allow GE Renewable Energy to obtain a Type Certificate for the Haliade-X in 2020, keeping the company on track to commercialize the turbine by 2021.

Pondera strengthens team with offshore wind experience

Everyone understands that offshore wind is a rapidly growing sector. Pondera proudly announces that it has entered a partnership with three offshore wind professionals who have won their spurs in this sector.

Matthias Haag, currently project director of EDF’s Neart Na Gaoithe Offshore Wind project in Scotland and former project director of the Dutch Gemini project, will offer his services through Pondera. Jasper Vet, financial director of Windfarm Fryslân and Albert Ploeg, responsible for the engineering of Windfarm Fryslân and many other offshore wind projects, also join Pondera. “We are delighted to offer our services through a well-established company like Pondera and expect to be able to make a positive contribution to training young people in the profession,” Matthias Haag explains. Jasper Vet adds “And we also hope to be able to contribute to Pondera’s international ambition to develop offshore wind projects as a consultant but also as a co-developer.” “It also feels like a logical step to us because we already know the people at Pondera for many years and very much enjoy working with them”, Albert Ploeg concludes. The three will present themselves in Copenhagen during Wind Europe’s Offshore Wind Conference and Exhibition in their new role.

GE Haliade-X 12 MW supplies power

The GE Haliade-X 12 MW has delivered its very first kilowatt hours. The prototype of the world’s most powerful offshore wind turbine has now entered its test phase on the Maasvlakte in Rotterdam. The data collected during this phase will be used to obtain the required certificate in 2020. Subsequently, the serial production of the largest and most powerful wind turbine can start.
