The Netherlands aims to be climate neutral in 2050. This has major consequences for the future energy system. On 3 July 2023, Minister Jetten (Climate and Energy) presented the Nationaal Plan Energiesysteem (National Energy System Plan) and Programma Energiehoofdstructuur (Main Energy Structure Programme). These contain directional choices and the plans for the required space for an energy system by 2050.

Pondera, together with CE Delft and BRO, carried out the integrated impact analysis (IEA) for the PEH on behalf of the Ministry of Economic Affairs and Climate Policy. The program provides clarity in policy choices for the short and long term and supports energy system efficiency through more integrality. In this strategic study there is a strong connection with parallel processes. such as the Regional Energy Strategies (RES’s) and provincial system studies.

Pondera contributed to this assignment its extensive experience with the IEA and EIA methodology, energy development projects and electricity infrastructure. CE Delft used its knowledge of the energy systems of the future and their costs and benefits. BRO added its in-depth knowledge of the Environment Act, spatial planning and experience in participation processes.

Based on the draft versions of the PEH, in the coming period the government will enter into dialogue with various stakeholders and interested parties. This will sharpen and further supplement the plans, which will subsequently be finalized at the end of 2023.
