ELWIND, the joint Estonian-Latvian offshore wind initiative, has signed a contract with Haskoning to carry out a strategic cable and network configuration study for the planned offshore wind park areas in both countries.
The study will be conducted by Haskoning together with its subsidiary Pondera Consult and Latvian subcontractor Enviroprojekts. It forms part of ELWIND’s broader ambition to strengthen regional energy independence by expanding renewable energy generation and improving cross-border electricity connectivity.
Scope of the Study
Haskoning will conduct a high-level assessment of potential grid connection points and cable routing options for the designated ELWIND offshore wind park areas in both Estonia and Latvia. The study will include:
- Evaluation of viable grid connection points.
- Analysis of transmission network capacity.
- Identification of possible cable routes and lengths.
Stakeholder engagement is a key component of the study. Close collaboration with national transmission system operators — Elering (Estonia) and AST (Latvia) — will ensure alignment with national grid strategies and infrastructure planning.
Supporting ELWIND’s Development
The outcomes of this study will inform the next design phases and the Environmental Impact Assessment (EIA). Haskoning, together with its subsidiary Pondera Consult, brings leading expertise in grid integration and cable routing for offshore wind. Having previously delivered the prefeasibility study for the project in 2021, we are proud to continue supporting ELWIND.
