The Netherlands is moving towards a climate-neutral energy supply by 2050. This objective calls for an revision of our current energy system and well-thought-out planning of the national energy infrastructure. To address this complex challenge, together with CE Delft and on behalf of the Ministry of KGG, we will conduct an integrated impact analysis (IEA) guiding Programma Energie Hoofdstructuur (PEH) 2. This analysis is essential to properly understand the impact of the plans and make future-proof choices.
PEH 2 is a more in-depth and updated version of PEH 1 finalised in 2024 (read more: Programma Energiehoofdstructuur - Ruimte voor een klimaatneutraal energiesysteem van nationaal belang | Rapport | Rijksoverheid.nl). This includes high-voltage cables, pipelines, storage and conversion sites that are of national relevance, such as large-scale electrolysers.
The IEA examines how different scenarios lead to different energy infrastructure design and how this affects the energy system, environment and surroundings, and wider welfare. It shows what is needed both in terms of energy and space. This enables us to determine where space is or is not needed for energy infrastructure and where it can coexist with other functions. Together, it helps to weigh up the benefits and downsides of different options and make the best choices for a sustainable future. PEH's ambition is to create timely space for the national energy components that are essential for a climate-neutral energy system and, in addition, strengthening energy independence. This infrastructure is crucial not only for achieving climate targets, but also for supporting developments in the areas of housing, mobility and industry.
Pondera and CE Delft are ready to work together with the ministry, other departments and various stakeholders such as TenneT and Gasunie, to tackle this complex challenge and thus contribute to a sustainable and climate-neutral future.
